FDA seeks to strengthen enforcement: tobacco center’s 5-year strategic plan open for comment

According to an announcement on the U.S. Food and Drug Administration’s (FDA) official website, the FDA’s Center for Tobacco Products (CTP) will hold a virtual hearing to provide the public with an opportunity to make public oral comments on the development of the 5-Year Strategic Plan, including the proposed strategic goals, beginning at 10:00 a.m. EST on August 22, 2023, and registered speakers will each have approximately 4 minutes to make oral comments on any topic related to the Strategic Registered speakers will each have approximately four minutes to provide oral comments on any topic related to the Strategic Plan.

It was noted that CTP has initiated the development of a 5-year strategic plan designed to advance its mission.

As a gradual and iterative process, the CTP has developed five proposed goal areas that will be shaped by the Center’s departments and leaders.

These goal areas will interrelate with the four cross-cutting themes of health equity, science, transparency, and stakeholder engagement. The Center plans to release its strategic plan, including the collection and consideration of public input, by the end of 2023. Registered speakers will have approximately four minutes to verbally share comments on topics related to the strategic plan.

In addition to this hearing, the CTP would like to gather public comments on the proposed goal areas, and the CTP requests that comments be forward-looking, constructive, and succinctly answer the following questions:

What key features, activities, or initiatives would you like the CTP to consider in the proposed goal areas? For example, in the area of regulations and guidance documents, we would be interested in feedback on specific regulations and guidance documents that FDA should pursue and how they should be prioritized.
What are the measurable short- and long-term outcomes for the proposed goal areas over the next 2 to 5 years?
What are three specific measures that CTP can take over the next 5 years to have the greatest impact on significantly reducing tobacco-related deaths and disease?
In addition to what is covered in the proposed goal areas, what are the key features, activities, or initiatives that you think CTP should consider in its strategic plan?
Please note that in addition to the hearing, the public may serve electronic or written comments on the instrument. Electronic comments must be submitted by August 29, and written comments must be postmarked by the same date. The proposed goal areas are listed below:

Develop, advance, and communicate comprehensive and effective tobacco regulations and guidance;
Ensure timely, clear, and consistent product reviews to protect public health;
Ensuring compliance by regulated industries and tobacco products through strong enforcement measures;
Improving public health by increasing knowledge and understanding of the risks of tobacco product regulation and use;
Continuously improving operational excellence.
